In November 2017, the ACA audited the Ordnungsdienst der Stadt Linz GmbH (Service for Orderly Cohabitation of the City of Linz). The audited period comprised the years from 2013 to 2017. The audit aimed to assess the legal and organizational framework, the performance of tasks, the deployment of personnel as well as the economic and financial situation of the company. The subject matter was selected based on a random sample.

In April 2010, the Municipal Council of the City of Linz decided to establish a Service for Orderly Cohabitation and founded a municipal company in the legal form of a company with limited liability. The intention behind this was, on the one hand, to ensure public control and the assumption of political responsibility and, on the other hand, to harness the advantages of a private company, such as greater flexibility. Initially, the city was the sole shareholder in the company; since 2017, the Ordnungsdienst has been part of the Stadt Linz Holding GmbH (holding company of the city of Linz).
